The Royal VTI is a brainchild of the REACH Programme under the capacity building arm. The REACH Programme started in 1996 as a joint venture of UNFPA/GoU with the purpose to address FGM in Kapchorwa District (now split to include Bukwo and Kween). Earlier implementation was by the District Local Government, but transited into a fully pledged NGO in 2007 and was incorporated a company without share Capital 16th August 2007 with registration no. 92154 at the Ministry of Justice and Constitutional Affairs Kampala Uganda.
Origin
The Institute benefits from The REACH Programme - Netherlands Embassy grant project which started in 2010 and ended 2013 as a safety centre for girls and women running away from Female Genital Mutilation which practice is fading off but also gone underground because of the law banning it.
Vision and Mission
Vision: A leading community, culture based training centre for socio-economic empowerment.
Mission: To produce qualified skilled personnel for the dynamic world market demand both locally and international level.
Because of the changing needs of the community the centre has been expanded to continue training more girls on alternative rite of passage to replace FGM but also include DIT and BTVET programmes given the growing number of un-skilled, un-employed boys, girls & young people in the country. Utilizing the Government fund for FGM from the Ministry of Gender, Labour & Social Development, The REACH Programme has renovated, expanded and provided equipment, tools and assisted in staffing, this transforms it to now the Royal VTI, Kapchorwa. The Royal stems from the first source of funding being the Royal Kingdom of the Netherlands Embassy secondly the focus to the marginalised girl and woman by transforming them to Queens/Royals.
